Paving Stones Slightly Higher than Coping Stones

Some home owners have observed that the paving stones on their new platform or steps are slightly elevated compared to the coping stones (cap). Could this be a matter of quality or workmanship?
This is completely normal. While coping stones are layered on top of multiple building blocks for added stability and longevity, paving stones may settle slightly over time. This slight elevation helps prevent the pavers from sinking below the coping stones, which could otherwise trap rainwater and cause issues.
